Plan making process
Overview
Under the Resource Management Act 1991 (RMA), we are required to prepare, implement and administer a District Plan that achieves the sustainable management purpose of the Act and considers all of the matters specified in section 74.
We are legally required to review the provisions in our District Plan every 10 years to ensure the Plan is still fit to achieve the purpose and functions of the RMA, as envisioned by our communities. This requirement is changing under the current resource management reforms – see here for more information.

Proposed District Plan (as notified in 2016) - Appeals Version
The appeals period for the Proposed District Plan – Decisions Version closed on 13 June 2016. The Environment Court received a total of 72 appeals, covering 162 separate appeal points across a range of provisions. From August 2016, we have been working with appellants and the Environment Court to settle the 72 appeals.
Operative in Part District Plan 2024
The Thames-Coromandel Operative in Part District Plan 2024 applies to most activities and locations. Once the last remaining appeal has been resolved, the plan can be publicly notified as fully operative. The fully operative District Plan will completely supersede the Thames-Coromandel Operative District Plan 2010.
Plan change requests
If you find minor errors in the district plan, please contact us. Any person may request a substantial change to the district plan. However, this does initiate a formal process under Part 2 of Schedule 1 of the RMA, and there are costs involved.
Please note that under clause 25(4)(e) of Schedule 1 of the RMA, the Council has the ability to reject a plan change request as the plan has been operative for less than 2 years. This is applicable to the Thames-Coromandel Operative in Part District Plan 2024.
A plan change request must be made in writing to the Council. Applicants are encouraged to arrange a pre-application meeting with Council staff to discuss the request. For fees and charges for private plan changes, see here.
