Clause 4.7 of the Water Services Information Disclosure Determination 2026.
Thames Coromandel District Council funds growth-related capital expenditure for water services through a combination of development contributions, borrowing, and other funding sources in accordance with its Revenue and Financing Policy and Development Contributions Policy.
Council has adopted a Development Contributions Policy under the Local Government Act 2002 to ensure that:
a) development must be sustainable;
b) services must be adequate and affordable;
c) Council itself must remain financially sustainable in the long-term;
d) it must be prudent in its financial management; and
e) it must be fair and equitable.
Under this policy:
- Development contributions are applied to growth-related capital expenditure for water, wastewater, and stormwater infrastructure within the Thames Coromandel area.
- Contributions recover part of the cost of growth infrastructure, with the remaining funding for non-growth requirement met through other sources such as reserves and borrowing.
