Contracting to Council

So, you want to carry out work for us under contract? 

To demonstrate that your business has health and safety covered, you need to complete an application to become an approved contractor. 

The process is called contractor pre-qualification, or pre-qual for short. It ensures that the contractors Council uses are operating with effective systems in place to manage any risk to health, safety, and the environment, and are holding current and relevant insurances. It also shows us that you understand and comply with the Health and Safety at Work Act 2015 and any Regulations that apply to the work you do.

We have teamed up with other Waikato and Bay of Plenty Councils to operate a shared pre-qual system, making pre-qual easier and more efficient for everyone involved.

So, if your businesses pre-qualifies to carry out work for us, then you are also pre-qualified to apply for work at any of the other member Councils on the list.

That means less work from you, and more work for you!

How the system works

The Local Authority Pre-qualification System is managed SHE Software NZ Ltd. Applications are completed online, and are evaluated by a SHE health and safety professional. A SHE representative will be available to assist you if you need help with the application, and will make contact with you directly if they need more information from you.

The fees are payable online to SHE, and are based on the number of workers in your business (including you). These are:

$525+GST ($603.75 inclu GST)

25 and more

$1025 + GST ($1178.75 incl. GST)

Insurance document review
(regisrations and renewals)

$25 per insurance type

Once you're approved

Once pre-qualified, your status is valid for two years at all participating Councils. Insurance checks will be conducted annually and new certificates requested as existing insurances expire. You will not be able to carry out work if you cannot provide a current certificate of insurance.

Your business details will be accessible on this database This will provide visibility to  Council staff to identify who is approved, and ready to go.

Site and work specific safety plans will still be required, and Council will monitor the performance of each contractor as part of the on-going health and safety oligations we all share.

Being pre-qualified is not a guarantee of work; however your business must be pre-qualified if you wish to apply for work with us.
