District Plan - Proposed (December 2013)


Please Note: This Plan has now been superceded by the Proposed District Plan - Appeals Version.

The Proposed District Plan was notified for public consultation on 13 December 2013.

Over 1,200 people made submissions regarding the Proposed District Plan, totalling over 12,000 submissions points.

Hearings were held during September 2014 - May 2015.  During the hearings process, Council sought a Variation (Variation 1 - Natural Character) to reintroduce natural character objectives, policies, rules and overlay maps into the Proposed District Plan. Public consultation was invited during November - December in 2015 and the hearing took place 25-26 February 2016.

The following provisions have legal effect:

  • Section 29 Biodiversity Rules 1 - 4.
  • Section 31 Historic Heritage: Archaeological Sites, Maori Cultural Sites, Heritage Items and Heritage Areas Rules 1 - 8, and the associated schedules in Appendix 1.
  • Section 34 Natural Hazards: Rule 4 and Table 2, and the associated Flood Hazard Maps.
  • Section 38 Rule 8 and Rule 10

These rules also have a green line down the right hand side of the planning text to indicate that they have legal effect.

The rules in the other sections do not have legal effect until the Council releases its decisions on submissions. However, the Council can have regard to these sections when processing a resource consent under the Operative District Plan rules.

Proposed District Plan Section 32 Evaluation Report

The Council evaluated whether the Proposed District Plan's objectives, policies and methods are the most appropriate way for our district to achieve sustainable management of natural and physical resources. The Evaluation Report documents these assessments done during the Plan's development. The Report is also called a 'Section 32' Report, from its requirement in Section 32 of the Resource Management Act. It is a useful document to find out why the Council made changes to the previous District Plan.
