Dust Seal Programme (Seal Extension) Our 260km of unsealed road network is divided into section lengths and ranked on a priority list based on the level of dust exposure to adjoining properties. In August 2009, we adopted a seal extension (dust seal) programme that allows for dust seals in areas where dust is causing a nuisance, health problems or having an economic impact on adjoining properties. Ranking criteria for dust sealing sites included: Traffic (volume, speed and composition) Dwellings (number and proximity to the road) Land use (impact on earnings) Prevailing wind The dust seal policy also includes provision for local contributions from communities or private parties to "buy" priority where a section of road is included in the dust seal forward works programme. Certain conditions must be met in order for a specific treatment length to be moved up the priority list in this way. The main condition is that the contribution must be a minimum of 50 per cent of the dust dealing cost for the specific section length to be moved to the top of the priority list.
