Introduction
Council sets resource consent fees and charges on an annual basis to recover the actual and reasonable costs incurred from the processing of resource consents, the provision of general planning services as well as the costs of legal compliance under the Resource Management Act 1991.
Pursuant to Section 36 (7) of the Resource Management Act 1991 the Council need not perform the action to which the charge relates until the charge has been paid in full. Accordingly Council may withhold the provision of a service or processing of an application until the relevant charges have been paid.
Costs will be recovered irrespective of whether an application is granted or declined.
If at any stage you feel you no longer want to go ahead with an application you have lodged with Council, please contact us immediately to avoid the accrual of unnecessary costs.
What will you be charged for?
Costs for processing an application include, but are not limited to, the following:
- Staff time for administration and recording within Council systems.
- Staff time involved assessing the information submitted; in evaluating your proposal against the District Plan, the Resource Management Act 1991 and any other relevant statutory and non-statutory documents; further information requests; identification of affected parties, researching file histories; identifying issues; assessing potential adverse effects; consulting with other internal staff and/or external professionals or agencies.
- Staff time spent discussing relevant information with you, your agent or other interested or affected parties.
- Staff time and mileage spent for carrying out site inspections.
- Staff time spent drafting, stamping and signing decisions.
- Assessments carried out by internal staff as part of internal referrals, for example engineering referrals.
- For notified applications: Identification of affected parties, preparation of mailing lists, preparing public notification for advertising in local papers, summarizing of submissions, pre-hearing costs (if applicable), advertising, staff time for drafting a report and making recommendations to the Judicial Committee, Judicial Committee hearing costs, staff time attending hearing, Independent Commissioner (if applicable).
What can I do to reduce the Costs involved?
A well-presented and thorough resource consent application will take less time to process than one submitted with little supporting information. Taking time to ensure all the relevant information is supplied with your application will reduce time spent by staff requesting further information. Engaging the services of professionally qualified planning consultants, surveyors, and engineers etc prior to lodging your consent may further avoid high processing costs as these professionals can identify potential issues of your application before it is lodged.
