What is a Land Information Memorandum?

A Land Information Memorandum (LIM) is a report prepared by Council at your request providing information from its records on the matters affecting the land and any building on the land, issued under the Local Government Official Information and Meetings Amendment (No 2) Act 1991.

Who requires a LIM?

  • Any property purchasers, vendors, prospective mortgagees and other person intending to deal with property, are recommended to first obtain a LIM.
  • a LIM will tell you what the Council knows about the property or any issues which may affect it. Knowledge of this information may be vital prior to a property sale being finalised.
  • When selling a property you have a responsibility to disclose important information about the property

What information is included in a LIM?

  • Any special features of the land know to Council including potential erosion, falling debris, sinking, slipping, silting or build up of land, flooding or likely hazardous pollutants.
  • Private and public stormwater, water and sewerage drains.
  • Rating valuation of the property and rates levied for the current year, including water rates where applicable.
  • Zoning of the property, a copy of the planning rules relating to that zone, advising how the land can be used and conditions of that use. Also any designated land use which may affect the property.
  • Any information which has been submitted to Council by a statutory obligation or network utility operator (e.g.. supplier of gas and power) relating to the site.
  • Any certificates issued by a building certifier.
  • Any other information concerning the land which the Council considers relevant.

Please note that :

  • Building Plans will NOT be included in the report unless a signed copy of the sale and purchase agreement or owners written approval is supplied with the application.
  • A LIM will not provide full details of building restrictions applying to a site. If you are intending to buy a property for development, check your proposal against the rules of the District Plan.
  • Council officers are available if you wish to discuss your proposal before committing yourself to a purchase.
    The Council cannot guarantee the accuracy of the information held on its files. If you have any queries or concerns you should discuss them with a Council Building Officer or Resource Consent Planner or obtain the appropriate independent professional advice.

How do I go about obtaining a LIM?

How long does a LIM take to process?

Providing all the necessary information is supplied with your application, the LIM will be prepared by Council within 10 working days. 

Please note:  As work can only begin on collating a LIM once the fee is received, payment must be made with the LIM application.
