Bill Barclay attended Waitaki BHS, before beginning a 17-year career with an Australian Government cadetship in Papua New Guinea in 1958. He graduated from Queensland University in 1970, and left the Australian Public Service on PNG Independence in 1975.
Bill then undertook innovative horticultural projects with Turners and Growers, and became an elected member of Franklin Power Board and chair of its Finance and Tariff Committee until 1990. He became Chief Executive of several national NGO’s, including the Institute of Personnel Management, and Foundation for the Deaf, before taking a similar position with a Darwin based Health Board in 1998.
With his wife Barby, Bill retired to Thames in 2004, and was elected a Councillor for Thames in 2007
