Support Services

The Support Services Group provides a range of support services, which enable Council and activity managers to meet their annual objectives. The Group Manager, Support Services is responsible for the following service units.

Business Processes


The Business Process team drives Council's business excellence, process mapping and process improvement programmes.

Emergency Planning


The Emergency Planning Unit is responsible for developing and maintaining an organisation able to prepare for, respond to and assist the recovery of, communities affected by an emergency. The unit also provides support to the Thames Valley Combined Civil Defence Emergency Management Committee and the Thames Valley Rural Fire District Committee.

Facilities Management


The Facilities Management team coordinates the provision, maintenance and security of administration facilities, including buildings, equipment, vehicles, furniture, office facilities and associated services, such as occupational safety and health, risk management and insurance.

Financial Services


The Financial Services team provides Council with its strategic and day-to-day financial planning and reporting requirements, in particular the financial information for the long-term council community plan and annual report. It records and reports the financial transactions of Council and collects all its revenue, including rates. It is also responsible for the investment of Council funds and raising loan finance.

Governance Support


The Governance Support team provides Council, Council Committees and management with advice and support for meetings, including the preparation and distribution of order papers and minutes, and the provision of ceremonial, catering and meeting amenities. The team also prepare and distribute key Council documents, such as the Long-Term Council Community plan, coordinate public submissions, administer the Creative New Zealand Scheme and provide a range of administrative services.

Human Resources


The Human Resources team develops and implements human resource policies and practices, and provides human resource and employment relations advice, support and direction to management and staff.

Information and Technology


The Information Management and Information Technology teams provide information management and technology solutions to support Council in meeting its strategic objectives. This includes managing Council's computer systems, providing advice and support for Council’s other electronic and telecommunication systems, providing information storage and retrieval systems, coordinating official information requests and providing Council’s Privacy Officer.

Land Information


The Land Information team provides a comprehensive land information service including compiling Land Information Memoranda and managing the district property database.

Support Services


The Support Services team provides management and coordination within the Group and to all other teams across Council. The team also coordinates the triennial local authority elections.
