Roading

The roading section of the Service Delivery Group is responsible for roading and traffic issues in the district.

Roading infrastructure comprises the road carriageway, drainage, lighting, footpaths and of course, the road reserve which links parcels of land and provides a route for the installation of utilities.

Council's airfields and harbours, although transportation facilities, are managed by council's Area Managers (Airfields) and the Community Services Manager (Harbours).

State Highways


Transit New Zealand (TNZ) is the state highway roading authority.

TNZ controls the whole of the state highway road reserve and is responsible for the construction and maintenance of the state highways.

The maintenance of footpaths, drainage, and cleaning of the entire road are a Council responsibility in urban areas.

The network managers for the state highways in our district are Opus International Consultants, Paeroa, and the maintenance contractor is Works Infrastructure.

Subsidy


Certain activities on the roading account are subsidised by the Government agency, Land Transport New Zealand (LTNZ).

Our subsidised road works must comply with LTNZ's rules and procedures in terms of purchasing processes, safety and construction standards.

Environment Waikato


Waikato Regional Council, or Environment Waikato (EW) has a co-ordination role over the District Councils within the Waikato Region, and is responsible for regional strategies, policies and prioritisation of roading funds on a regional basis.

Street Lighting


The street light infrastructure is totally owned by a line company, except street light poles (not carrying overhead cables). These are owned by Council.

Council pays for running costs of all street lighting except for lights on state highways. The operation and maintenance costs of street lighting is subsidised by LTNZ.

Land Transport New Zealand (LTNZ)


This organisation has taken over responsibilities of Transfund and the Land Transport Safety Authority.

Besides being responsible for safety and registration of motor vehicles, LTNZ provides information and support to the roading authorities on matters concerning road safety.

LTNZ also provides a small subsidy for our community safety programmes such as Kidsafe, driver education, etc.

Many programmes are supported by the police and Council also has input into the formulation of Police road safety strategies and programmes.

LTNZ also approves the imposition of speed limits, ensuring that Council adheres to the national guidelines for setting speed limits.

Contracts


McBreen Jenkins is the routine maintenance contractor for our roads, and is responsible for all routine operations on the road.

Other contracts are tendered in accordance with Council Purchasing Policy and LTNZ requirements.

Subsidised works must comply with LTNZ Competitively Priced Procedures (CPP), in order to meet subsidy criteria.
