The Community Facilities section of the Service Delivery Group is responsible for the following activities:
- Parks and Reserves
- Harbour Facilities Management
- Cemeteries
- Council Owned Property
These services are managed by way of:
Contract Management
- Streetsmart Limited is responsible for completing Parks and Reserves maintenance across the entire district. Performance is specified and measured against the Parks, Gardens, Cemeteries and Community Facilities Operations and Maintenance Contract CO4/02.
- Environment Waikato are contracted to provide marine facilities management services for Council owned harbour facilities.
- Community Facilities also relies on a number of local suppliers and contractors to provide specialist services when required.
Project Management
- Either acting as client representative or project manager for assigned capital projects.
Asset Management
- Maintenance and improvement of Asset Management Plans for key assets.
Levels of Service
- Ensuring services are provided to agreed service levels.
Harbours
- Council maintains responsibility for management of the wharves and coastal structures it owns, in accordance with the Wharves and Coastal Structures Bylaw (2001)
- Environment Waikato is contracted to provide marine facilities management service for Council owned harbour facilities. This service is provided by the harbour masters. This contract will expire in 2007, but has a right of renewal until 2009.
- Throughout the district there are 5 wharves, 9 jetties and 20 boat ramps.
- The Harbours and Foreshore Asset Management Plan was adopted in July 2002 and will be reviewed in 2005.
Cemeteries
- Council owns and maintains 7 open and 8 closed cemeteries.

Maintenance is undertaken in accordance with Parks, Gardens, Cemeteries, and Community Facilities Operations and Maintenance Contract C04\02.
- The Cemetery Asset Management Plan was adopted in 2001 and will be reviewed in 2005.
- Legislative compliance required relative to and Deaths Registration Act 1951, Burial andCremation Act 1964, Burial and Cremation Removal of Monuments and Tablets) Regulations 1967, Health (Burial) Regulations 1946, Health Act 1956, Historic Places Act 1993, Local Government Act 1974, Public Works Act 1981, Reserves Act 1977, Resource Management Act 1991 and the Treaty of Waitangi.
Parks and Reserves
- Approximately 325 hectares of Council owned land across the Peninsula is maintained as Reserve or Park, together with 80 public toilets, various gardens and park furniture.
- The Reserves act 1977 sets out the powers and responsibilities of a local authority as the administering body of a reserve.
- Management plans are required under the Reserves Act to outline a Council's general intentions for use, development, and maintenance
of its reserves. Reserve Management Plans are progressively being prepared or reviewed for all reserve land across the Peninsula and will be fully adopted by 2006.
- The Health and Safety in Employment Act 1992, the Property Law Act 1952, and Fencing Act 1978 can have a significant impact on Council's responsibilities for management of public land.
Housing for the Elderly
- Council currently owns 7 pensioner housing units in the Coromandel.
- Negotiations have been taking place with local Community Trusts with the intention of transferring ownership and management of the units, whilst Council retains ownership of the land.
Council Property
- Management of the property portfolio is in conjunction with the Council's Service Delivery Committee.
- Negotiation and maintenance of leases, in accordance with Funding Policy, Public Bodies Leases Act, Reserve Act 1977, Local Government Act 1974 and Public Works Act 1981.
- The sale and acquisition of property in accordance with Local Government Act 1974 and Public Works Act 1981.
- Historic Buildings having regard to Council's statutory responsibilities under the Historic Places Act 1993.
- The property database is currently being updated to identify all property by activity. This database will provide the basis for Council to develop property policies and strategy which will be ready for adoption in 2005.
