Council Committees

The Council may create one or more committees of Council. Committees may be Standing Committees, Special Committees or Subcommittees.

Council reviews its committee structure after each triennial election. At the last review Council established the following Standing Committees:

• Audit Committee
• Chief Executive Liaison Committee
• Eastern Seaboard Wastewater Project Committee
• Judicial Committee
• Policy and Planning Committee
• Service Delivery Committee
   

Standing Committees are groups appointed by Council for specific functions.

Audit Committee

Chair Person: Councillor Strat Peters
Members:
- Councillor Bill Barclay
- Mayor Philippa Barriball
- Graham Naylor (Deloitte Touche Tohmatsu)

This committee was formed to ensure that Council has appropriate risk management and internal control systems in place that provide

• Effective management of potential opportunities and adverse effects; and 
• Reasonable assurance as to the integrity and reliability of the financial reporting of Council.

Chief Executive Liaison Committee

This committee was formed to:

• Consider and recommend to Council all matters pertaining to the Chief Executive's performance and contract, in accordance with the Local Government Act 2002 Schedule 7 and Council's Governance Policies.

Eastern Seaboard Wastewater  Project Committee

This committee was formed to:

• Perform the role of governance oversight of the Eastern Seaboard Wastewater Projects for the upgrading of wastewater treatment and disposal for the communities of Whitianga, Tairua, Pauanui and Whangamata.

Judicial Committee

Chair Person: Deputy Mayor Adrian Catran

- Councillor John Morrissey (Alternative Chairperson)
- Councillor Strat Peters (Alternative Chairperson)

This committee was formed to:

• Conduct hearings under the Resource Management Act 1991 and consider regulatory/statutory matters.

The committee will undertake any functions as requested by Council from time to time so long as such functions conform to the Local Government Act 2002
Section 39(c).

Judicial Committee, meeting as a Hearing Committee shall be delegated authority to hear and determine matters including but not limited to:

• Resource Management Act 1991
• Public Works Act 1981
• Local Government Act 2002
• Local Government Act 1974
• Sale of Liquor Act 1989
• Reserves Act 1977
• Delegated decisions
• Council Policy

Policy and Planning Committee

Chair Person: Councillor John Morrissey

- Councillor Jan Bartley
- Councillor Strat Peters
- Councillor Dirk Sieling

This committee was formed to:

• Assist Council with the development of an appropriate strategic policy framework that is based on a comprehensive knowledge of the community and its requirements; and 
• To exercise the Council's powers, duties and discretions under the Resource Management Act 1991 in terms of the District Plan in respect to policy issues except the power to approve the District Plan or a change to the District Plan and not including the conduct of hearings of resource consent applications.

Service Delivery Committee

This committee was formed to:

• Assist Council with ensuring that its services are delivered in an effective and efficient manner that meets the needs of it's communities; and
• To ensure that Council protects its investment in its infrastructural assets in accordance with accepted professional standards.
