The Mercury Bay Community Board services the greater Mercury Bay area from Hot Water Beach and along the coast to Whangapoua, and also includes a large, rural inland area.

There are four elected members to a community board, however Councillors are also members of various community boards.

Administration
Goals
To plan for, and provide such services and facilities necessary for the well-being of the people who live in and use Mercury Bay, in a cost effective and environmentally sustainable manner.
- To provide stormwater and land drainage management systems to protect the area and essential public health works, (sewerage, water, refuse) and to recover the costs of these works by way of user pays charges, where applicable, and to provide better usage of these natural resources.
- To protect the natural qualities of foreshores and harbours for balanced recreational and commercial use.
- To provide community facilities and reserves in a manner that will protect and enhance the environment and will increase the use of such resource for recreation and cultural purposes.
- To promote open communication between, and within, the regional and territorial authorities to provide an understanding
and awareness of the needs of the people.
- To encourage growth which is environmentally sustainable through judicious planning for the future.
- To protect the health and welfare of the general public by having and encouraging compliance with fair and reasonable bylaws.
